Russia's cyber warfare against Ukraine was initially extremely effective, yet it still failed to achieve any lasting advantage. Despite the massive overmatch in cyber power (on paper* Russia had 17x more exploits and 8x more implants!) Ukraine was able to continue fighting. Does Russia just suck, or is cyber useless, or what?
Good point. There are certainly many more important things which determine the result of war. Honestly, with almost all recent examples (and even earlier) it is simply attrition. Either of men and matériel, or of political will. Cyber doesn’t really have a direct role in that process. It can play a part, but it’s not decisive.
